Ok I went and recreated this on my Alt. Using the same type of quest, where you need to get an item from an NPC and give it to the quest NPC to finish the quest.
The Quest I am using in this example is "Giant Skele GET" The requirements to finish this quest is get the letter from the guard at the bridge and return and talk to General Q. As you can see I never finished this quest since my inventory was full when I finished the quest before this one. You can see the white "?" is still above General Q's head.
Here I pressed the abandon quest button for the "Giant Skele GET" quest. As you can see the quest has been removed from my quest log, however the white "?" still remains.
Relogging fixes the white "?" issue, but the NPC's text says this.
The NPC you get the letter from at the bridge to give to General Q says this.
So there is no real way to complete this quest now, request or otherwise (same goes for my other quest). I thought when you abandoned a quest it it would turn the "?" into a "!" so you could do the quest from scratch again.
I guess because this is a multi part quest? or maybe because of the type of quest this is where it requires that you talk to more than 1 npc? Idk I hope this was easy to understand.
