Shoulders overpower head?

isn't the only head/shoulder item or combination that does so, they all just get mixed up, but shouldn't head have the foreground whenfacing forward?

this is b/c of how the item layers work, its

weapon>shoulder>helm>mask>body>legs

this doesnt apply for weapons in the back view though. they appear last
