want to ask you if the items like on this screenshots are only available for gems or i also can actually get them in the game without spending $?

Market, spend gold. but still espesive.

You cannot buy it from an NPC without spending gems, but you can get it via another player in two ways:

1) buy on market for gold.
2) buy gems on market for gold, and use those to buy at the NPC.

so such things doesn`t drop from mobs or i can`t craft them.

Keep in mind though that gem items can not be changed in anyway. Meaning there are craft able items that can be made better than their gem counter parts
